Major Disaster Declaration approved for some Minnesota counties

Gov. Tim Walz sent a letter to the president requesting federal aid as the state battles rising flood waters.

WASHINGTON, D.C., USA — Federal aid is coming to Minnesota after severe storms and rising waters flooded the state. 

On Monday, FEMA, the Federal Emergency Management Agency, announced aid will be available to Minnesotans to supplement recovery efforts beginning on June 16. 

Funding is available to state, tribal and eligible local governments and certain nonprofits on a cost-sharing basis. The money can be used for emergency work and the repair or replacement of facilities damaged by storms and flooding. 

The following 22 counties are approved for FEMA aid: 

  • Blue Earth
  • Carver
  • Cass
  • Cook
  • Cottonwood
  • Faribault
  • Fillmore
  • Freeborn
  • Goodhue
  • Jackson
  • Lake
  • Le Sueur
  • Murray
  • Nobles
  • Pipestone
  • Rice
  • Rock
  • St. Louis
  • Steele
  • Wabasha
  • Waseca
  • Watonwan

Funding is also available on a cost-sharing basis for federal recovery operations in affected areas. Additional designations may be available at a later date. Over the weekend, information from the office of Governor Tim Walz said 20 other counties are currently under review for federal assistance.

BCA ID’s officer who shot and killed woman in North Branch

The officers ordered Crabtree to drop the gun, an order she did not acknowledge, according to the BCA.

NORTH BRANCH, Minn. — The Minnesota Bureau of Criminal Apprehension identified the two officers who were involved in shooting and killing a woman in North Branch in late June. 

According to the BCA, officer Duane Southworth fatally shot 36-year-old Jamie Crabtree with his department rifle on June 27. 

Southworth, who has two years of law enforcement experience, was accompanied by officer Kyle Miller, who shot pepperball rounds at Crabtree.

The North Branch Police Department said its officers were responding to a call about an allegedly armed, intoxicated and suicidal woman around 9:20 p.m. near Third Avenue and Elm Street in North Branch, according to the department’s original news release posted on Facebook

The officers ordered Crabtree to drop the gun, an order she did not acknowledge, according to the BCA. 

Miller fired the non-lethal pepperball rounds and according to the BCA, “Crabtree can be seen on squad car camera appearing to point an object at officers,”

According to the BCA, that was when Southworth shot Crabtree multiple times. Crabtree later died at Lakes Region Emergency Medical Services.

BCA personnel recovered a handgun, gun case and rifle cartridge casings from the scene, according to the release.

Portions of the incident were captured on body-worn cameras and squad cameras, said the BCA.

Target will no longer accept personal checks starting July 15

The retailer said there are “extremely low volumes” of customers paying by personal checks.

MINNEAPOLIS — One of America’s largest retailers will stop accepting personal checks for payment later this month.

Minnesota-based Target said it will “no longer accept personal checks starting July 15” citing “extremely low volumes.” 

“Target is committed to creating an easy and convenient checkout experience, and that includes providing our guests with numerous ways to pay,” a Target spokesperson said in a statement.

The rate of personal check usage has fallen considerably in recent years, with a 2023 study by GoBankingRates.com finding 46% of Americans never wrote a single check last year.

Target said customers can continue to pay for purchases by cash, credit and debit cards, Target Circle cards, digital wallets, SNAP/EBT, and pay later services.

“We have taken several measures to notify guests in advance to aid an easy and efficient checkout experience,” the Target spokesperson said.

The change will take place after the retailer’s upcoming annual Target Circle week sale from July 7-13.

The move to stop accepting personal checks is the latest change at checkout for Target. In March, the company switched its self-checkout lanes to an “express” format in most of its stores, limiting customers to 10 items or less. Target said it planned to open more traditional staffed checkout lanes for guests.

ST PAUL, Minn. — Planning to get hitched this year? Put your wallet away and call off the caterers because the Minnesota Judicial Branch invites you do it at one of three county fairs this summer.

A statement from the branch said judges will be available to join your hands in marriage for free at the Dakota, Goodhue and McCleod County Fairs in August. You do not need to live in one of those counties to participate.

To tie the knot with your sweet slice of cherry pie among friends and funnel cakes, contact the respective county’s court to register.
