Minneapolis City Council votes against proposed police incentives

The council voted 7-5 to kill the agreement at a budget meeting Tuesday morning, prompting O’Hara’s internal message.

MINNEAPOLIS — The Minneapolis City Council voted to deny a potential multimillion-dollar plan to attract and retain police officers Tuesday, a move Minneapolis Police Chief Brian O’Hara called “beyond frustrating” in an internal video obtained by KARE 11 News.

Minneapolis Mayor Jacob Frey announced last Friday the city and Police Officers Federation of Minneapolis agreed to a deal that would offer millions of dollars in incentives for both veteran officers and potential new recruits. The terms of the deal included $18,000 over three years to veterans, and $15,000 over three years to recruits. Leaders said the money would help fill an already understaffed department.

The council voted 7-5 to kill the agreement at a budget meeting Tuesday morning, prompting O’Hara’s internal message.

“It’s no secret the MPD is facing the worst staffing crisis we have, and it continues to get worse,” he said in the video message. “We are still not gaining enough new officers to keep pace with attrition and there’s no other major city in America that has been impacted as severely as we have and so any comparison otherwise simply misses the mark.”

Leaders say the wave of resignations and retirements from MPD is partially fueled by hiring conditions across the country, but was ignited by the 2020 murder of George Floyd by a former Minneapolis officer and the civil unrest that followed. 

Frey added during his statements on Friday that besides retention and recruitment, topics like reform, accountability and officer wellness would also be priorities in contract negotiations, a sentiment O’Hara echoed.

“The reality that, as the number of sworn members in the MPD continues to dwindle, action must be taken to stop it,” he said. “That includes not only these minimal retention and hiring bonuses, but raising the salary to reflect the reality that this is the toughest job in policing in America today. Period.”

Stacey Gurian-Sherman, a lawyer on the steering committee for Minneapolis for a Better Police Contract, attended negotiation sessions between the city and union. She told KARE 11 last week that she didn’t have a problem with incentives, but was generally worried about separating the proposed deal from a broader contract — and the lack of public input.

“Now the City Council’s being asked to pass a financial gain for the Police Federation and for police officers, without any balance, without the consent decrees,” she said.

Council President Andrea Jenkins, Vice President Linea Palmisano and Council Members LaTrisha Vetaw, Lisa Goodman and Michael Rainville were in favor of the deal, while Council Members Emily Koski, Jamal Osman, Elliot Payne, Robin Wonsley, Jason Chavez, Aisha Chughtai and Jeremiah Ellison voted against. 

Council Member Andrew Johnson was absent.

Later Tuesday, Frey called a special City Council meeting for Friday, Nov. 17 at 2 p.m. to discuss the topic further.

Kansas City man charged for Carver Fleet Farm stabbing assault

The attack left a 17-year-old employee with a 2- to 3-inch laceration to the back of her neck.

A Kansas City man is being held in the Carver County Jail on assault charges after prosecutors alleged he critically injured a teenage Fleet Farm employee.

The criminal complaint filed Tuesday showed 31-year-old Gerald Hudson was charged with first- and second-degree assault, for the attack that left the 17-year-old employee with a 2- to 3-inch laceration to the back of her neck. Court documents said the alleged assault occurred inside the company’s Carver location just after 2 p.m. Sunday.

According to prosecutors, surveillance video showed Hudson entering the store before walking past the teen and to the end of an aisle. Authorities claimed Hudson looked right and then left before turning around and making a “striking movement” toward the teen, who was then seen on video holding the back of her neck and running from the area.

A witness told police they heard the teen yell, “he just stabbed me,” and saw the suspect, now identified as Hudson, run outside to the parking lot and drive away.

The complaint said Hudson was arrested in Chanhassen and brought in for questioning, where authorities claim he made a number of voluntary statements, including, “I didn’t stab anyone, I didn’t have any guns or anything like that, I just hit someone with a thing.”

The teen, prosecutors said, was taken to HCMC for treatment and her last known condition was critical but stable.

At the time of the filing, prosecutors said a potential weapon had still not been located.

A judge set bail for Hudson on Tuesday and scheduled his next court appearance for Dec. 13.

Man dies in north Minneapolis gas station shooting

The Minneapolis Police Department said the shooting happened just before noon at a Lowry Avenue gas station on the city’s north side.

MINNEAPOLIS — A 23-year-old man is dead after being shot Monday outside a Minneapolis gas station.

The Minneapolis Police Department said the shooting happened just before noon at a Lowry Avenue gas station on the city’s north side. 

Police said their investigation suggests the victim was outside the store when he was approached by another man, who they said pulled out a gun and shot the victim before fleeing from the area. 

MPD said the man who was shot was transported to North Memorial Medical Center, where he died from his injuries. He has not yet been identified.

Trailer home dumped in Pine County

The Pine County Sheriff’s Office said the trailer was dumped near Beroun Crossing Road and Sand Hill Crane Lane, just north of Pine City.

PINE COUNTY, Minn. — Eastern Minnesota authorities kindly request you come pick up your trailer home if you somehow lost it in rural Pine County.

A post on the Pine County Sheriff’s Office Facebook page Monday said the trailer was dumped near Beroun Crossing Road and Sand Hill Crane Lane, just north of Pine City. Later, an update revealed that the trailer’s owner had been identified, but so far, calls from the office have gone unanswered.

“We have located the owner of this trailer,” the post read. “We have tried to call them and there was no answer, but we did leave a message. We sure hope that they call back before we have to send our reports to the County Attorney for possible charges.”

At this point, it’s unclear what those charges could be, but what is clear, is that someone really didn’t want to deal with this mobile home.
