- Prohibited Restraints:
- Chains or restraints with weights attached are banned.
- Restraints must be at least 10 feet long or five times the length of the dog (measured from nose to tail).
- Collars or harnesses must be properly fitted and designed specifically for dogs.

- Dogs left outside must have access to:
- Adequate shelter that protects them from extreme weather (heat, cold, rain, hail, etc.).
- Shade from direct sunlight.
- Potable drinking water.
- An area free of standing water and excessive waste.

- Temporary restraints during activities like camping or training are allowed.
- Restraints are permitted during agricultural work or herding livestock.
Penalties for Violations
- Violating the law can result in a Class C misdemeanor, punishable by a fine of up to $500.
- Repeat offenders may face a Class B misdemeanor, which carries a fine of up to $2,000 and/or up to 180 days in jail.
Elimination of the Warning Period
Previously, law enforcement had to provide a 24-hour warning before taking action against violations. The new law eliminates this waiting period, allowing authorities to intervene immediately in cases of inhumane conditions.
Texas law prohibits chaining dogs outside and mandates humane treatment for tethered pets. Owners must ensure their pets have proper shelter, shade, water, and safe restraints. Violations can lead to fines or criminal charges, making it essential for pet owners to comply with these regulations.
