A Milwaukee man has been accused of sexually abusing and assaulting two young girls for years, with one victim alleging that the suspect, who was dating a family friend the girls lived with, chained her up and violated the child “too many times to count,” according to police.

David Boyd, 64, was also known to torture and harm the children, who were sisters, when he was angry or they were “not listening to him,” according to his criminal complaint, filed on April 26 in Milwaukee County and first reported by local NBC affiliate WTMJ.

One of Boyd’s victims allegedly told police that he was “routinely cutting her arms with a knife” whenever she stepped out of line or he became angry. Boyd was also alleged to have cut other parts of her body, including her genitals.

“[The child] estimated she was 8 or 9 years old during these incidents, as she recalled the type of Barbie pajama set she owned at the time that she got for her birthday,” according to Boyd’s complaint.

The victim, who reportedly lived with a friend of her mother’s, told police that Boyd attached chains to wooden ceiling panels in his basement and used them to secure her to a pole. According to the complaint, the only food she was given was bread, and the child claims she drank from a nearby puddle because Boyd refused to give her anything. The girl drew a picture of her alleged ordeal for investigators.

According to online records, Boyd was arrested on April 21 and charged with repeated sexual assault of a child, two counts of physical abuse of a child with a dangerous weapon, three counts of child trafficking, four counts of false imprisonment, and five counts of repeated sexual assault of a child.

According to the complaint, one of the girls claimed Boyd sexually trafficked her and forced her to have sex with at least six different men in exchange for money. She accused him of doing the same to her sister before “moving on to her,” according to the complaint.

In interviews, the sister claimed that Boyd began assaulting her when she was five years old in 2015. The abuse continued until she was 12, according to the complaint.

Boyd is being held on a $100,000 bond following his first court appearance on April 27, according to online records. He is scheduled to return to court on May 7 for his preliminary hearing.
